Spicy Beef Chili Oil Dumpling Rolls are a delicious and flavorful dish that combines tender beef filling wrapped in homemade dough, served with a spicy chili oil sauce.

- ¾ cup (180 ml) warm water
- Pinch of salt
- 250 g (9 oz) ground beef
- 2 cloves garlic, minced
- 1 tbsp ginger, minced
- 2 tbsp soy sauce
- 1 tbsp oyster sauce
- 1 tsp sesame oil
- 2 tbsp chopped scallions
- 1 tsp sugar
- ½ tsp white pepper
- 3 tbsp chili oil (homemade or store-bought)
- 2 tbsp light soy sauce
- 1 tbsp black vinegar (or rice vinegar)
- 1 tbsp sesame oil
- 1 tsp sugar
- 1 clove garlic, minced
- 1 tsp toasted sesame seeds
- 2 tbsp beef broth (or hot water)
- Extra scallions (chopped) for garnish
- Toasted sesame seeds for garnish
Instructions
- Make the Dough: Mix flour and salt in a bowl. Gradually add warm water, mixing until a dough forms. Knead for 6–8 minutes until smooth. Cover and let rest for 30 minutes.
- Prepare the Beef Filling: In a bowl, combine ground beef, garlic, ginger, soy sauce, oyster sauce, sesame oil, scallions, sugar, and white pepper. Mix well until sticky and well combined.
- Shape into Rolls: Roll out the dough into a thin rectangle. Spread the beef filling evenly across the dough. Roll it up tightly like a jelly roll. Slice into 1-inch rounds and gently flatten slightly.
- Cook the Rolls: Option 1 (Steam): Place rolls in a steamer lined with parchment. Steam for 12–15 minutes until cooked through. Option 2 (Pan-fry & Steam): Heat 2 tbsp oil in a pan. Arrange rolls, fry bottoms until golden, then add ½ cup water and cover. Steam until water evaporates and rolls are cooked through.
- Make the Chili Oil Sauce: In a bowl, whisk together chili oil, soy sauce, vinegar, sesame oil, sugar, garlic, sesame seeds, and broth. Adjust spiciness and tanginess to taste.
- Assemble & Serve: Place dumpling rolls in a serving dish. Generously spoon chili oil sauce over the top. Garnish with extra scallions and sesame seeds.
Notes
- For a vegetarian option, substitute ground beef with mushrooms or tofu.
- Adjust the amount of chili oil based on your spice preference.
- These rolls can be frozen before cooking for later use.
